Corporation for Public Diplomacy

Business for Diplomatic Action and The Brookings Institution, in collaboration with the Public Diplomacy Council and with the encouragement of the Secure Borders Open Doors Advisory Committee of the Departments of State and Homeland Security, are convening a series of working meetings in New York, Washington and Los Angeles to discuss the establishment of an independent Corporation for Public Diplomacy. This concept was first advanced by the Council on Foreign Relations in 2002, and similar ideas have recently been supported by organizations such as the Center for Strategic & International Studies, the Secure Borders Open Doors Advisory Committee of the Departments of State and Homeland Security, and the Defense Science Board. Recommendations from these organizations are summarized below.
“Create an independent, not-for-profit ‘Corporation for Public Diplomacy’ to bridge the gap between public- and private-sector initiatives.” Council on Foreign Relations, Public Diplomacy: A Strategy for Reform, July 2002

While many agree on the need for an entity such as a Corporation for Public Diplomacy, some have not yet had the opportunity to consider this important question. Moreover, there needs to be more discussion about how such an organization might be structured and function in the future. The first meeting in New York on June 18th is intended to build a consensus among key constituencies as to the type of organization that needs to be established, and to develop guidelines for the drafting of a business plan that will bring this organization to life. Similar meetings will be held in Washington DC on June 27th, and Los Angeles on July 28th.
Specifically, this meeting will focus on finding general agreement about the following issues concerning a new “Corporation for Public Diplomacy” or similar entity:
· The mission and vision of the entity: How a public/private partnership in public diplomacy should work
· Its roles and responsibilities: Where to draw the line between purely public and purely private programs and initiatives
· Its relationship with key stakeholders: What guidelines for reporting and accountability to the U.S. government and private contributors, and principles for selecting the Board of Directors, should be established

Governor Rendell Assembles Top Notch Tourism and Economic Development Experts for ‘Destination Pa’ Conference
BRAINERD, MN -- Governor Edward G. Rendell has secured a high profile cast of experts in the field of place-based tourism and economic development for “Destination Pennsylvania: The Governor’s Conference on Tourism,” May 4-6 in Gettysburg.
“It is my goal to offer a valuable experience for our community builders and tourism professionals on how to transform the assets of their communities into a tourism experience that will boost the economy and create jobs,” Governor Rendell said. “We want to fill this conference with representatives from the fields of conservation and green initiatives, Main Street and small businesses, along with community leaders.”
The program is designed to foster a dialogue connected to the following topics: “Developing and Promoting Character of Place,” “Balancing Place, Preservation and Progress,” “Turning Character into Commercial Opportunity,” and “Creating an Entrepreneurial Culture.”

Bill Strickland, CEO of Manchester Bidwell Corporation and its subsidiaries, Manchester Craftsmen’s Guild and the Bidwell Training Center. Strickland has excelled in cultivating collaborative partnerships in Pittsburgh, Cincinnati, San Francisco, Baltimore and Kansas City. He also serves as a consultant in the field of art and arts education, community development and workforce development training.
Pres Kabacoff, CEO of HRI Properties, a full-service real estate company and national leader in the adaptive reuse of historic structures. Kabacoff is a member of Urban Land Institute’s Public-Private Partnership Council and an advisor to the Brookings Institution’s Urban and Metropolitan Policy Program, one of the nation’s first public policy research organizations.
Linda McKenna Boxx, president of the board of the Allegheny Trail Alliance has worked to negotiate land donations, design the trail, supervise construction, and organize volunteer efforts to remove debris for the Great Allegheny Passage connecting Pittsburgh and Cumberland, Maryland.
Thomas Miller, vice president, Business for Diplomatic Action, or BDA, an effort to enlist the U.S. business community in actions to improve the standing of America in the world. Dr. Allison Stanger, author of "Empire of the Willing: The Privatization of American Power," and co-editor and co-translator with Michael Kraus of "Irreconcilable Differences: Explaining Czechoslovakia's Dissolution" will discuss her book at 12:15 p.m. March 25 at the Monterey Institute of International Studies in Room 100 of the McGowan Building, Pacific and Franklin streets.
Stanger is the current director of the Rohatyn Center for International Affairs and is also the James Jermain Professor of Political Economy at Middlebury College in Vermont and earned her doctorate in political science from Harvard University.
Stanger is a member of the Council on Foreign Relations, the Academic Leadership Council of Business for Diplomatic Action, and the Board of the American Friends of the V clav Havel Library. She also is a contributor to the Booz Allen Hamilton project on the World's Most Enduring Institutions and the Princeton Project on National Security.

Thomas A. W. Miller, Vice President and Founding Board Member of Business for Diplomatic Action will present a lecture, “American’s Reputation in the World: A Look into Pandora’s Box,” on Thursday, March 15 at 4:30 p.m. in Bowl 002, Robertson Hall on the Princeton University campus. The lecture is co-sponsored by the Woodrow Wilson School and it is free and open to the public. It is the first lecture in the LISD Lecture Series on Public Diplomacy, directed by Christoph Meran, LISD Visiting Fellow and Counselor for Press and Public Affairs at the Austrian Ministry for Foreign Affairs.

Thomas A. W. Miller is a noted market researcher, marketing strategist, and public opinion pollster who has worked with Fortune 500 clients on major global assignments for thirty years. From 2005 to 2006, Miller was Regional Senior Vice President and Managing Director with Ipsos Public Affairs in the United States. He was responsible for directing global and domestic public affairs research assignments for public, private and not-for-profit sector clients based in the United States. He also oversaw the Associated Press/Ipsos poll.
From 1985 to 2004, Miller was a senior executive with the Roper Organization, Roper Starch Worldwide, RoperASW, and RoperNOP (all the same company) in New York City. He was the Managing Director of the company since 2001, a member of the Board since 2000, a member of the company's Executive Committee since 1992, and the chair of its Strategic Planning Committee since 1989. He had P&L responsibility for four major divisions of the company. As Director of the Trends and Brands division, he oversaw all syndicated services conducted by Roper both in the United States and globally, including all of the company’s consumer insight services: Roper Reports, Roper Reports Worldwide, Roper Youth Report, Green Gauge, and others. Under his leadership, the Roper Reports and Roper Reports Worldwide services grew to become the market leaders for consumer intelligence and forecasting in the world. He also oversaw Roper's brand strategy, international research, and marketing consulting practices, and the teams devoted these businesses in the company's New York, London, Hong Kong, Los Angeles, San Francisco, and Dallas offices.
Prior to joining Roper, Miller was the Managing Director of Hudson Research Europe, a futures think-tank based in Paris, France. With Hudson for six years, Miller oversaw the company's consulting practice, directed its conference programs, and was editor of its bi-monthly newsletter of international forecast, The Hudson Letter. He also supervised the GLOBE Project, a comprehensive social, economic and political risk forecasting service for forty countries, conducted in collaboration with Chase Econometrics of the United States.
His articles and opinions have appeared widely in the global media, including the New York Times, International Herald Tribune, London Times, Advertising Age, Brandweek, Marketing News, Public Opinion, Agence Economique et Financiere, Asahi Evening News, Asia Media Week. He has appeared on numerous television and radio programs, including Good Morning America, Adam Smith’s Money World, Louis Rukheyser’s Wall Street Week, NBC, CBS, ABC, CNN, CNBC, MSNBC. He is a top-rated public speaker and has given hundreds of speeches before business and government audiences in the Americas, Europe, Asia, the Middle East and Australia.
Tom received his B.A. magna cum laude with distinction in the major from Yale University, and his M.Sc. from the London School of Economics.

The second annual Northern California Visitor Industry Outlook Conference, sponsored by the San Francisco Convention & Visitors Bureau (SFCVB) Education & Research Foundation, will examine how America’s reputation abroad can and does affect local tourism. The conference, which sold out in 2006, will be held on Tuesday, Feb. 27 in the Esplanade Ballroom of Moscone Center, 747 Third St., in San Francisco.

Anti-Americanism is still rising around the world, presenting a long-term threat to U.S. global business interests. Government public diplomacy efforts have done little to counter the trend, and the private sector is now increasingly seeking to conduct its own “private public diplomacy” to help raise America’s international standing. The initiative to “re-brand” America and engage the private sector in public diplomacy is based largely on experience gained by corporations in global marketing, communications, and public relations over many years. “Americans have no culture.” In most of the world, this statement raises neither eyebrows nor objections: people simply assume that violent, vulgar, vitriolic entertainment is a true expression of life in the United States. It was not always this way, so how did this come to pass? Drawing on the research for her new book The Ugly Americans: How Not to Lose the Global Culture War (forthcoming, Yale University Press), Martha Bayles will look at both sides of the story: not just the downsizing of U.S. cultural diplomacy, but also the skyrocketing export of an increasingly debased popular culture. She will argue that in the war of ideas against radical jihad, culture is no frill. On the contrary, it is mainly through culture that one group of people judges the humanity of another.
Martha Bayles writes for The Weekly Standard, New York Sun, Wilson Quarterly, Wall Street Journal, Claremont Review of Books, and many other publications. Her blog, “Serious Popcorn,” can be found at ArtsJournal.com. She is the author of two books: Hole In Our Soul: The Loss of Beauty and Meaning in American Popular Music and Ain’t It a Shame? Censorship and the Culture of Transgression. She is currently on the faculty of the Honors Program at Boston College and a visiting fellow at the Aspen Institute Berlin.

The International Committee of the Public Relations Society of America (National Capital Chapter) will present a seminar on how anti-American sentiments have affected the ability of U.S. businesses and organizations to operate effectively in the global marketplace.
